Mission

Our mission
Appointed by the Québec National Assembly, under which it falls to ensure its independence, the Lobbyist Commissioner is entrusted with the mission to promote the transparency and best practices of the lobbying activities carried on with public office holders working within the parliamentary, governmental and municipal institutions, and to enforce the Lobbying Transparency and Ethics Act and the Code of Conduct for Lobbyists.

Our values
In addition to promoting the core values set forth in the Value Statement of the Québec Public Administration (competence, independence, concern, fairness and respect), the Lobbyist Commissioner wants his action to be imbued with the values inherent to his office, namely transparency, confidence, coherence and objectivity.

Our vision
Through his experience and expertise in monitoring influential communications, the Québec Lobbyists Commissioner wants to help boost the citizens’ confidence in public institutions and the people who manage them.

Our field of jurisdiction
The Lobbying Transparency and Ethics Act applies to the lobbying activities carried on with public office holders working within parliamentary institutions, and with some 300 Québec ministries, businesses and agencies.

The Act also applies to lobbying activities carried on with public office holders in Québec municipal and supra-municipal institutions and the agencies under their jurisdiction.

Over and above its jurisdiction, the Act covers a wide range of decisions. It extends not only to decisions regarding the development, presentation, amendment or rejection of a legislative or regulatory proposal, but also to many administrative acts such as the issuing of licences, certificates and other authorizations, or the awarding of certain contracts, grants or other cash benefits out of public funds.
